Hilary P. Ulz is an established New Jersey land use attorney with more than two decades of experience representing property owners, developers, businesses, schools, nonprofit organizations and other institutions in zoning, planning and development matters. She guides clients through each stage of the municipal approval process, from evaluating a property and developing an application strategy through public hearings and final approvals.

Hilary regularly appears before planning boards and zoning boards of adjustment in Chatham Township, the Borough of Chatham, Milburn, New Providence, Summit and Berkeley Heights. Her substantial experience in these communities gives her a practical understanding of local zoning ordinances, municipal procedures and the issues that frequently arise during the review of a land use application. Before joining Lindabury, Hilary was a partner with Dempsey, Dempsey & Sheehan, where she maintained an active land use, zoning and development practice.

For residential clients, Hilary handles applications involving new home construction, additions, renovations, pools and other property improvements. These matters may require approval for building setbacks, lot coverage or other zoning requirements. She also represents property owners and developers in connection with minor and major subdivisions, lot-line adjustments and residential development projects.

Hilary advises commercial property owners, developers and businesses seeking approvals for new construction, expansions, changes in use and the adaptive reuse of existing buildings. Her work includes site plan applications, use and bulk variances and conditional use approvals. She works closely with architects, engineers, planners and other professionals to present a complete and well-supported application to the reviewing board.

Her institutional and educational clients rely on her assistance with approvals for new facilities, building additions, classroom and administrative space and athletic facilities. Hilary understands that these projects must address operational needs while responding to municipal planning objectives.

Clients value Hilary’s ability to explain complex zoning requirements clearly, anticipate issues that may affect an application and coordinate the legal and technical work needed to pursue an approval. She provides practical advice focused on the client’s objectives, the characteristics of the property and the requirements of the municipality.

Hilary earned her J.D. from Seton Hall University School of Law and her B.A. from the University of Delaware. She was admitted to the New Jersey Bar in 2003.
